Huntingdonshire District Council is seeking an interim Development Manager to progress its Priory Quarter regeneration scheme (which forms part of its St Neots Future High Street Fund Programme within the Market Towns Programme) and to provide professional support to a small regeneration team on this and other regeneration projects in the Market Towns Programme.

Reporting to the Programme Sponsor, the role is anticipated to be 3 days a week for an initial period of 6 months duration.

The role will involve a significant degree of autonomy and delegated authority combined with a flexible approach on how the deliverables are best secured.

Priory Quarter – St Neots

The Priory Quarter, north of St Neots high street, is an underdeveloped area of St Neots, with multiple surface car parks that disrupt the urban grain. Within the Priory Quarter there are 5 sites, four of which are to be redeveloped as mixed-use:
• Site 1 – Meadow site
• Site 2 – Rowing Club – leased land
• Site 3 – Priory Centre – leased to town Council and also includes the Town Council offices which lie northwest of the Centre)
• Site 4 – the Library (County Council owned and not being progressed as part of FHSF; for future discussion)
• Site 5 – Tan Yard car park – operational car park

The Priory Centre within this area serves as a Hub for community groups and cultural events. However, its facilities are dated and the building orientation does not engage with its prime riverside setting.

The proposals dramatically change the layout of the Priory Centre, creating a stronger link to the town centre, establishing a connection to the riverfront and creating a series of flexible spaces for a range of functions, including an enhanced community building. In a new extension a separate entrance will welcome visitors into Town Council’s offices. At the ground floor of the extension a smaller cafe space will cater to office users and the general public. These proposals are subject to further stakeholder engagement and detailed design and will necessitate working closely with the Tenants, the Town Council

The Priory Centre is seen as an anchor for wider redevelopment aspirations on land currently owned by the local authority around the centre.
The key deliverables:

- Set out a realistic project plan for the delivery of the Priory Centre and Priory Quarter;
- Establish project documentation for the Priory Quarter and Priory Centre including PID, risk register, issue log and lessons learned log;
- Prepare project briefs, tender documentation and oversee the procurement of external professional consultants;
- Manage the team of professionals appointed to ensure agreed outcomes are delivered
- Provide client role on behalf of HDC and manage external consultant appointments;
- Drive completion of a viable masterplan for the Priory Centre and Priory Quarter;
- Develop and present feasibility studies and business cases from inception to final approval;
- Prepare highlight reports, progress reports and briefing notes as required for the Programme Manager/Sponsor.

Other regeneration projects

Key deliverables:
- Provide professional advice to regeneration team members on feasibility studies and project plans to drive progress and achievement of key milestones.

Essential Experience
Development management taking work through from initial ideas to delivery including:
• Site assembly & opportunity identification
• Masterplanning and planning
• Preconstruction & project financing
• Construction & delivery
• Marketing for sales and lettings
• Completion and handover
• Contractor procurement
• Contractor management
• Solutions orientated in dealing with complex ownership and lease matters
• Working with multiple stakeholders including senior council officers and members
• Track record of delivery on comparable town centre regeneration projects
• Working with different delivery models e.g. JV’s

Qualifications
