This is a real opportunity to make your mark in one of the largest new Unitary authorities; West Northamptonshire Council is a new Council serving a population of over 400,000. The Council serves Northampton which is the largest town in the country, and also covers the key towns of Brackley, Daventry and Towcester and has a rural and urban mix. The Council currently has 93 elected members and has majority control with three opposition groups and a Leader/Cabinet model of governance.

The successful candidate will have the opportunity to shape the strategic direction of legal services, as well as helping to shape this new council and put West Northamptonshire on the map as an employer of choice and an innovator in local government.

The Council has set a number of strategic objectives which this high-profile position will play a key role in delivering. The role will report to the Director of Legal and Democratic Services who is a member of the Executive Leadership Team (the Directorate includes Registration and the Coronial services for the whole County, Democratic and Elections Services). This role will have responsibility for managing the Legal Services and Governance functions as well as acting as being Deputy Monitoring Officer.

Legal Services is a growing service - the new in-house team has expanded to provide services for all the corporate and lower tier functions as well as providing support to the MO. The role also manages the business contract for upper tier services with a local authority owned company. The current arrangements are under review and the intention is to build a new comprehensive legal service which will deliver for West Northamptonshire. Building the team will require a vision for the future including establishing cloud-based case management, electronic signing, a new approach to training and development as well as building a new management structure to take the team forward to the future. This presents a real opportunity for innovation.

The role also oversees the Information Governance Service including managing the DPO and Information Governance Manager ensuring the Council’s compliance with Data Protection legislation (including GDPR), information requests and the Council’s records management. The role also oversees Corporate Governance including key functions such as managing Whistleblowing and preparing the Code of Corporate Governance, together with working alongside the Council’s internal auditors to ensure sound Corporate Governance. This is a strategic leadership role in a large unitary council, and we are looking for someone with previous experience at senior level with a clear strategic vision.
